National Environment Awareness Campaign
 
 

History of NEAC

The Ministry of Environment and Forests has been conducting National Environment Awareness Campaigns (NEAC) every year since 1986 to create environmental awareness among the general masses. A central theme is selected for the campaign every year and the activities focus on this theme. Minor deviations to address the local issues are, however, permitted. Upto the year 1992-93, the campaign had been coordinated at the national level by an NGO - Central Coordinating Agency - with the help of organisations at regional level - Regional Resource Agencies (RRAs). From 1993-94, the whole mechanism of conducting campaigns was decentralized and the programmes are being conducted through RRAs without involving a Central Coordinating Agency.

Groups Eligible to Participante in NEAC

The campaign is being conducted with the help and active participation of non-governmental organisation, education and training institutions, professional associations, scientific bodies, community organisations, and also a whole range of official agencies. These bodies singularly or in partnership with other organisations, will organize programmes for creating environmental awareness of he local, regional and national level. Individuals and unregistered socities / Trusts are not eligible to apply for the financial assistance

Target Groups

Students, Youth, Teachers, Women and women's organisations like Dwakra groups and VSS, NGOs, Voluntary workers, Farmers, Rural Population, General public, Social workers, Armed forces personnel, Industrial Workers.

Activities under NEAC

  • Public meeting/rally/jathra/padayatra
  • Lecture/film show/AV show
  • Drama/street theatre/other folk media
  • Competition/exhibition/demonstration

In addition to the above mentioned awareness campaigns, the selected organisation shoudl also conduct a programme called as "Action Component" connected with the theme proposed by Ministry. The Ministry will specify the items of action component.

Appointment as RRAs

The Ministry appoints the RRAs on yearly basis. It notifies the campaign in the local newspapers both in English and local languages each year, calling for applications from the eligible group to participate in the campaigns informing them that they can obtain proforma for submission of proposals free of cost from the RRA. It also sets a final date by which the filled up proposals are to be sent to the RRA specifying clearly that the proposals received after the last date will not be entertained.

DDS Acting as RRA

The Deccan Development Society acted as RRA both for Karnataka & Andhra Pradesh for the NEAC Campaigns since 1993-94 upto 1995-1996 and thereafter only for Andhra Pradesh.

Role of RRA

The RRAs will assist the Ministry in Planning, implementing, monitoring and evaluating the campaign in their respective areas. The RRA will, inter alia,

  1. Print proforma for submission of applications as per the model furnished by the Ministry
  2. Despatch the proforma free of cost to all the interested organisations in their region
  3. Organise an open workshop for NGOs/interested organisations in their regions to provide them the guidelines and assistance for formulating their programmes and for filling up the proforma.
  4. Scrutinize all the proposals received from various organisations in their region and prepare a brief summary of proposals for consideration by the committee.
  5. Assist the Committee in considering the proposals received from their region. The RRAs would have to provide information about the competence and past experience of each organisation.
  6. Disburse funds sanctioned by the Ministry to various organisations in their region for conducting NEAC activities.
  7. Physically monitor the NEAC activities conducted by various organisations in their region.
  8. Maintain audited statements of account of the money disbursed to each organisation.
  9. Receive Utilisation Certificate, Report of the Activities and Statement of Accounts from the participating organisations for submitting a consolidated UC & audited statement of accounts in respect of their area of jurisdiction.
  10. Prepare an Evaluation Report of the NEAC activities conducted by each organisation in their region.

The Process of Selection

The completed proposals received by the RRA will be processed as per the guidelines of the Ministry and will be put up to the Empowered Committee appointed by the Ministry. The Empowered Committee will select the participants based on the proposals and recommend the quantum of grants to be sanctioned to each of the selected organisations.

Release of Grantee Lists and the Grant

The Ministry taking into account the recommendations of the Empowered Committee sanctions the grant and release the amount to the RRA for disbursement to the grantees.

Pre Proposal Workshop

The RRA conducts workshops soon after the notification of the campaigns in the Newspapers to guide the participants about the importance of the themes and the manner of submitting the proposals including the planning for the campaigns.

Post Sanction Workshop

Soon after the receipt of sanction and the grant amount the RRA conducts workshops to guide the participants about the manner of conducting programmes and provides resource material for campaigning. It also releases 75% of the grant amount to enable the participants to conduct the programmes.

Monitoring of the Programmes

The RRA monitors the programmes either by itself or through appointed agencies. In the state of Andhra Pradesh the RRA has decentralized the monitoring and entrusted the duty to the selected reputed NGOs of the district to ensure better coordination and effective campaigning. However if the grant amount is Rs.15,000, or exceeds Rs.15,000 the activities of such organisations will be personally monitored by RRA

Report to the RRA by the participants

The participating organisations after completing their programmes have to submit a narrative report, audited accounts statements, photographs, paper clippings in support of the programmes conducted. The narrative report should clearly indicate the nature of the programmes conducted, the venues and the people who attended as resource persons and the message they had conveyed on the occasion. After scrutinizing the documents sent to the RRA and satisfying itself the RRA releases the balance 25% grant.

Submission of the Evaluation Report to the Ministry by the RRA

The RRA after scrutinizing all the reports and other evidence sent with their reports in support of the conduct of the programmes, evaluates the performance and grades the performance. These evaluation reports will be sent to the Ministry.
